As an international tourism destination, Bali still faces challenges in realizing an inclusive and integrated public transportation system. In 2023, the number of motorized vehicles in Bali exceeded the population, indicating high private vehicle usage. Vehicles in Bali were estimated to reach 4.7 million, while the population only reached 4.3 million (Setyo, 2023). Furthermore, the public transportation usage rate in Bali is still at 5%, far below the ideal percentage of 70% of total trips (Government Agency Performance Report of the Bali Province Transportation Department, 2021). Complaints also come from the community of persons with disabilities, where facilities such as standard-compliant ramps and safe sidewalks are still minimally found in various public areas and bus stops (Darmayanti & Hutabarat, 2024).
